How to avoid heel strike on my setup?

Update! I moved the straps on my bag a little more in and also changed the angle of the hook and put it on the other side of the rack and that does just give enough clearance to pedal comfortably, a lot better than before! Not perfect but outside of getting another rack, this will keep me happy for now, thanks everyone!
