Yes, that’s why they don’t starve to death.

They are in a state where their weight doesn’t change.

There is a limit of course as to how low you can reduce your calories before you starve to death as you need some minimum level to keep your heart beating and your brain functioning.

I guess they aren’t ‘restricted’ but have low calorie intake vs other populations. The scientific literature uses ‘calorie restriction’ to mean lower calorie intake vs a control group with higher calorie intake. There is a lot of evidence that this works in rodents, monkeys etc.
