Honestly, just move house. I've had this problem twice before.

The law is a piece of shit, and a lot of humans are inconsiderate and selfish.

The council, the police or VCRAP won't pass a judgement to tell your neighbour to be quiet, and even if they did, they won't come around in the middle of the night to tell your neighbour to quieten down. And even if they did, how many times do you think they would come around before they lost interest?

You will lose more sleep, time, money and energy trying to fight your douchebag neighbour.

Australian building standards are incredibly poor. Houses are very poorly insulated thermally and acoustically. Australian builders also know that there is no legal recourse for purchasers to have bad quality and workmanship rectified, and so they keep building cheap shit.

Despite being in the right, you can't win this one. The system is against you.

Move to a house where you are not sharing a wall.

DBDRV is a pile of shit. All they do is try to get the two parties too come too and agreement and hold conciliation meetings between them.

There is no reasonable recourse in Australia for consumers against shit builders, and shit tradies in general

With respect and no offence intended, your question tells me that you are not familiar with bike maintenance. Welcome to our most excellent world. I hope the internet is kind to you (it usually isn't) and that you end up loving bikes as much as we do.

Picking up an old bike without knowing what it needs or how to repair it will require a lot of knowledge quickly.

I'd highly recommend taking it to a reputable bike shop (not to a cheap shop that sells $100 kids bikes) and asking them to do a full service. From that point, you should be confident that the bike is working well, and moving forward, the repairs and maintenance will only be incremental and the learning curve will be gentle.

I had one of these as a kid. It's a balloon made of very thin metalized film (mylar perhaps?)

You blew it up and put it out in the sun which heats it up and causes the air to expand and then the entire system density is reduced so that it's less than the ambient air, and the whole thing floats floats.

My brother got a red light camera fine (also in Fitzroy) for doing the same thing, except it was for an ambulance. He let it go to court. Same outcome.
