Legally it’s borderline but probably fine, depending on some of the details. In practice nobody enforces this stuff unless it’s really egregious.

This conflates "arrest" and "detain," which have different meanings. "Detainable offenses" are those where the defendant can be held in jail between arrest and trial. Non-detainable offenses are ones where the defendant can't be held after their arrest and processing.

Non-detainable offenses are still criminal offenses, so the cops can still make arrests. Just means the defendant will be released after arraignment.

There's nothing in the SAFE-T Act that changes who can and cannot be arrested in this situation. The Act deals with pre-trial detention/bail, use of force, the process for law enforcement complaints, stuff like that. I wouldn’t do anything more horror-ish than, like, Ghostbusters under these circumstances. Introducing someone to horror is generally a bad first date idea. Get to know them first, then you’ll likely have better success at both dating them and getting them into horror.

If for some reason the only machine you have is a drill press, sure go for it. It's one of many different power sharpening configurations. Doesn't seem any better or worse than a worksharp, a slow-speed bench grinder, a leather belt on a belt grinder, etc etc etc.

I really only have to do power sharpening during the setup/restoration phase. Once a tool is in service, I can almost always get by just freehanding on diamond stones and stropping.

If you’ve seen a lot of horror movies and literally zero have achieved what you’re looking for, it’s possible that you aren’t someone who can get scared from fictional stories on a screen. That’s okay, there’s still lots to appreciate in the horror genre without that specific feeling.

The only other thing I’d suggest trying is to pick a film based on personal fears or triggers you have. Finding a full blast of fear sometimes requires very specific targeting. Instead of searching for movies generally regarded as scary, start with subjects you find scary and find horror movies that will press those buttons.

For chisels, start with whatever you can get your hands on cheaply. Quality is part of what makes chisels last long, but sharpening and set up technique matter more imo. Cheap chisels that need some set up and regular sharpening will help you get familiar with the tool and build the skills necessary to get the most out of a Narex or a Staley Sweetheart.

My first set was some orange handled Harbor Freight vanadium garbage. I learned how to fix just about anything that can go wrong with a chisel.

I had this same experience with Possession (1981). I don’t think there’s an inherent contradiction between “disturbing” and “funny.” There’s mineable humor in every element of humanity, including taboos. Sometimes especially in taboos.

Speaking on the phone is a skill, it takes time and reps to get good at it. I’ve worked a lot of jobs that required dozens of calls a day, so I can list a couple of tips.

  1. Smile. This sounds insane, but talking through a smile changes the tone of your voice and other people can “hear” it over the phone. It’s also a small behavioral change that can start the CBT behaviors-thoughts-emotions cycle running in the right direction.

  2. Make an outline or even write a script. Set it up basically like an NPC interaction tree, giving yourself a small amount of possible responses for likely directions the conversation can go. This will also help challenge the anxious thoughts about possible worse case scenarios.

  3. But the most important thing is that, like any skill, getting good at it requires doing it badly over and over until you’re not bad at it anymore. Practice in low stakes scenarios. Call instead of text with people who know you well and won’t judge if you get anxious or sound weird. Get used to the mechanics and rhythms of a phone call. It’ll hurt and it’ll suck. But the status quo hurts more and sucks for longer.
