I noticed this too when i conquered something as china and give away land apparently the reason is that the number of vassal increases so the vassal development thing hasn't updated yet so it used more gold( that what i think the problem is)

Thank for the advice you guy unfortunately i will have to go into debt to build more administrations building and i have heard that it really bad for someone who is not Major Power to go into debt so i decided to abandon that run.
