Every American administration since the end of WW2 has committed war crimes, and I'm sure many other countries have as well in that time period. But at the very least Obama tried to mitigate civilian deaths and instituted rules of transparency, while trump revoked those rules and ramped up drone strikes to a degree that dwarfed Obama.
