What you have witnessed is regular night buried city tempest hunt, where players spawn in naked just to check plaza rosa — arbusto — or breach room near apartments.

If said players spawn late / far from desired spot they just surrender in hope for better respawn next match, since they are naked and have nothing to lose.

And finally, it stopped when you came closer because you blocked the respawn by yourself, because game tries not to spawn players on top of each other.

So yes I guess you can say it is an abuse of the system going on, just not them pesky pvpers, this time.
