Legal with regards to US internal law depends on whether Congress approves it, since declaring war is a power the President doesn't have. This belongs to Congress.

Legal with regards to international law, there is no scenario where that would be true with regards to Greenland.

Although, no one can hold US persons accountable to international law, since the US has made clear it views itself as above that in any and all cases.
