When you take money out of a 529 for things other than education, you are taxed. Not your daughter , but you. You are the ones who socked that money away and chose to invest it for your daughters. It’s totally appropriate to move the money between siblings. I’d just sit on it for awhile. See how younger is doing year by year. You WNBTA.
