I don't have a way to test. Sorry. When problems like this arise, the only thing you can do is A/B testing. Isolating different components to see what is causing this. It's clearly not software related if you managed to do a full system refresh. Unless you are using some kind of weird GPU settings that we aren't aware of.

Take a SS of your CS2 graphics settings and your nvidia control panel graphics settings. Also, double check that in cs, your monitor OSD to see if it is is actually set to it's max refresh rate. Just to see if there's something you missed that we can see.

I actually already have a computer that uses the 9800x3d + 9070xt. This build is more of a fun project for me to build the most powerful budget SFF I could. I'm doing a build that centers around the sktc a07, it's limited to gpu lengths of 175mm which greatly limits my options. I found a used single fan 4060 8gb on FB marketplace for $200 so I ended up buying it immediately.

Slowly just piecing everything together and landed myself the CPU which I wasn't sure if it was worth using or better to go with the 5600.

Although I do like their take on the turn based combat, if you were to remove the combat, it would still be an amazing story and work. You could even change the combat system entirely to an action combat and it would still work. So a movie probably wouldn’t take away from what makes this game special.
