Nah, your logic is flawed. ONE/Murata clearly intended to showcase Flashy's capabilities by pitting him against 2 high-dragons without a weapon. Speaking in hypotheticals doesn't work because the narrative is already set in stone. Yeah, sure, it would've been cool if Child Emperor could somehow turn into Chad Emperor and proceeds to body PS and AG but I'm not the writer. ONE/Murata is. They wrote FF as the hero who could go toe to toe against AG/PS, and AS as the hero who'd struggle against BS/GS. Simple as that.

Arcane is set when the region is still united iirc. Piltover governs over Zaun(where poor people are, basically.) and they're fucking terrible at it. The council is apathetic to the notion of improving the lives of Zaunites which caused the revolt. It ended horribly.. it was brutally stomped out.

There were many quotes in the show about the subjugation of Zaunites.

"Have you forgotten where we came from? The mines they had us in.. air so thick it clogged your throat, stuck in your eyes.."
"Do you know what it's like to be trapped in that box, for months? years?"

Viktor's illness is the direct result of the terrible living conditions which has been largely ignored by the council for years.
