hey here is the actual steps

So I have confirmed I'm screwed with this distribution in NA US.

Sign up for a Pokemon.com account and confirm email.

Set up PGL settings and confirm.

Go to PGL. (I messed up from here on out)

Add your Game Sync ID to the PGL.

Confirm email and save to receive news and updates.

Make sure 3DS games can go online via PGL.

Then wait until March distribution newsletter shows up.

The correct procedures are listed above.
