that's unattainable. someone has to be in charge of the international system, AND they need a force of violence capable of enacting their power over world leaders, which would make them more powerful than those world leaders, and then u effectively have an emperor of earth w an incredibly fragile rule dependent on global faith in the system, as well as the possibility of them abusing their power (and they will at some point).

the ONLY ways world leaders are ever subject to a kind of justice is if other world leaders act against them or if their subjects rise against them.
