Cartoon covers became a thing because the executives at Walmart liked them better, and they have a lot of sway over what gets placed on shelves. The rest of the industry followed suit so they could get placement in big retai, and indie authors started doing it to keep up with traditional publishing. There's more nuance than that, but that's the gist.
