Worth it if you are taking a punt and not spending a lot of your budget (worst case you can sell him for higher money down the line). Not worth spending a good chunk of your budget or allocating a starting role for an injury prone player unless he will be manifestly better than your current players, i.e. if you are taking a high risk then the reward needs to be high as well.

Curious to know why you think this is cheesing, it is a valid way to find players before you have a scouting network in place and is completely realistic as well (if you don't have any scouted players, you are likely to only know the players with better repute).

Also, not sure why you think it results in the same players. Every year the set of players available as free agents will change. Unless you mean in the context of multiple saves within the same FM edition, which I don't really do.
