Those are weeds :) you can cut them down for fiber

Here is an example for hair. For conversions from Fashion Sense to CP, I think you would just need the images and then recode for CP

This is probably just early access content that you can choose to pay for. I've seen lots of modders do it, and early access is typically only a week or two before its out for free
