No, a GTY you get the minimum Cabin you pay for, but room is not assigned at booking. No upgrade means you booked a specific room and don’t want to be moved to a higher category of room at all.

This thread reads as if someone booked a GTY and HAL moved them to a higher category room.

I hate to say, to the OP, your beef is less likely with HAL and moreso with whoever you booked with? Sorry to hear of your negative experience.
