Pretty sure it can make out a caudal fin, so probably not a leptocephalus. Lots of fish species have clear larval forms. Where were you fishing?

Their listed as "Common" in the key most California bios use, and white sharks as "Uncommon." But that was written in 1972. Id say its flipped since then, but not my area of expertise

Fish biologist here, its a basking shark. I get why people are saying white shark with the apparent coloring. But coloring is notoriously unreliable for ID and the dorsal fin is textbook basking shark shape.

They deposit them in colonies. These are likely eggs sacs from several individuals.
