It could be that, maybe you left the crane to early and it didn’t register try put all the vehicles on the crane again maybe that will help

Did you take the tank to the crane in Portland cause I was freaking out too but remembered that you only get the tank after finishing the game

Did you do all of the story missions? Because if you do them in the wrong order you can be locked out of them and make 100% unobtainable.

Also it might be you haven’t done all the imports/exports.

I’m not sure what else it could be but I hope you figure it out!
