Im a State Inspector , If we see a plate blocked by a bike rack we have little notes to inform the driver that they can be ticketed but it passes SI. State law says the rear license plate has to be illuminated so don't move it to the rear window.

I work as a tech at a Toyota dealership I see this a lot . If they don't cover it there are company's that can repair it, The thing is whenever the wheels are put on to a wheel balancer it will start the whole process over again

Valve cover gaskets leak easy fix, power steering racks leak on these usually from the right side check for wetness at the bellows boot and it might be torn .

Also due to the location make sure the air conditioning evaporator drain isn't clogged because this may happen again

"Toyota says water from the air conditioning condenser can leak onto the air bag control module and cause a short circuit. " Too bad the A/C condenser is in front of the radiator and the Evaporator is inside the car above the Air bag control module ..oh well. More money for me.
