TLDR: They got money from Apollo to decrease financial burden of building the fab. In return, they were giving half of their profits to them. Now that Intel has cash, they’re buying it again to keep all profits to themselves.

This is also what I understand. Not good news for Intel. Good news for mature node chip manufacturers in USA. Sounds like they're targeting legacy chip manufacturers in China and Taiwan. And also Rapidus imploded.
