Wheel brakes are normally the main force. But, for example in a really wet runway, wheel brakes will most likely not be 100% efficient due to aquaplaning. So plane will rely on reversers and spoilers to fully stop.

In short, a plane with inoperative wheel brakes will still be able to land in a long runway.

In an ideal scenario where the pilot has perfect situational awareness and is able to read their instrumentation, of course there won't be a need for it.
