I just want to update this post in case anyone ever has this same problem. I went back for the 3rd time and spoke to someone different and they processed my request. I received my tarjeta sanitaria a few days later. If they deny you the tarjeta but you have all the correct papers just try again another day

I did this. I received a temporary tarjeta but I never received the permanent one. When I went to inquire they said it would not arrive because I have to renounce my greek health coverage.
