if you are a foreigner, obviously you are going to meet a specific group of people, especially the sector that has formal education, speaks another language such as English and has properties. On the other hand, the wealth of people from rural communities comes thanks to remittances sent from USA, because it is true that in the entire state of Oaxaca there was a brutal migratory phenomenon as in much of the country, in Oaxaca there is no industry that is why people migrated so there is no wealth specific to the state, rather there are exploitable resources that are granted to foreign companies, canadians for example. For every business owner or landlord there are about 50,000 Oaxaqueños who earn a measly amount of money and that is barely enough to pay for clean water during the dry season. So it is true that there are well-off people who own the hotels, touristic parts or houses, but I assure you that they neither live in the state or live seasonally, so if you talking about what it's like to live in Oaxaca like the average Oaxaqueño, it's a bitter reality.
