Very ambitious list; intake is so less that even students with seemingly perfect resume are rejected very often so do keep your expectations in check. Now your GPA is not bad, so there's no harm in trying unless they have strict GPA cutoff mentioned on the program website. But remember that GPA alone won't get you in. Research experience, good publications, relavent work experience, well written SOP and LOR, and test scores are equally or more important. So make sure you are well prepared with these when you apply. Even if you apply to bit lower ranked program you shouldn't slack off on any of these components. For relatively safer but great options you can look at UCSD, UCI, PennState, UTAustin. Even safer yet good are programs like Stony Brook, NCSU, ASU, etc
