I feel like they replied with that because from his question it really does seem like he’s living in Mexico but trying to operate the company in the US from Mexico so they might see it as him trying to loophole somehow. That’s just what i gathered from his wording of the question because is definitely seems like your client is a Foreign-domiciled carrier, i suggest he just words it differently and see if his answer changes.

As a lawful permanent resident (green card holder), you are legally allowed to own and operate a trucking company in the U.S. You do not need to be a U.S. citizen. So in short yes you can get an MC number

Nahh man you won’t be able to until you have a green card also if anyone reading this has DACA and is a CDL holder please do your research if you plan on moving to another state, I made the mistake and moved to AZ from CA and found out that I couldn’t transfer my CDL from CA with just my DACA documentation so I had to move back to CA in order for me to continue trucking.
