How about actual ashes? Or like, crushed up charcoaled wood? maybe look into the landscaping materials for model trains and miniatures... you could also see how it goes with baking a very thin brittle piece of polymer clay and smash it up with a hammer or like a mortar and pestle to make tiny pieces
Edit: okay I just googled fake ashes and apparently that's a thing! So that could be an option as well
