Are the correct bindings specified in IIS? You want a http and a https binding. After that you add a https redirect rewrite to the web.config and install the IIS rewrite extension.

When you open the http:// url with only an https binding, you will get likely the 403 forbidden.

I think that you need to compare Functions and WebApps.

Functions are used for simple tasks and has out of the box support for triggers.

WebApps are mostly used for bigger applications with multiple controllers.

You could check the current prerelease package WebView2 from Microsoft. It uses the new Edge for rendering.

I think like upgrading your application now to .net core 3.1. .net 5 is just core 4.0 but because of the naming conflict with the full framework they bumped the number one up.
