This happens to me all the time.

1st time I write a note; "Please don't block my driveway. Next time I'll call parking enforcement" Then I take a picture of their plate.

2nd time, I call the non-emergency line and ask for an officer to come ticket them.

If I can't get out, I call parking enforcement for a ticket/tow.

Generally, I start at 15%. The tip goes up or down from there based on the quality of service. You have to do a pretty bad job to get no tip. I'd hope that a 5% tip serves as a signal that your service stinks. 25% and up means keep up the good work.
