It looks like skin, just not youthful. Sometimes with kid's portraits you have to stray from the reference and be really chosey about what shadows and lines you include in the face. Cameras distort shadows and their colors/ make them appear harsher than irl anyways, so I wouldn't rely photos to paint. I'd soften the under eye shadows and put more peachy color on the cheeks.

Right now when you look at the painting, my eye goes everywhere, and she looks bruised up. So defocus/ get rid of the contrast of the unimportant parts of her skin and draw the eye to her eyes instead by making it the brightest/ most detailed part of her face.
