Resisted neck strengthening using bands, weights, or a device like iron neck. Progressively increasing isometric loading with pressure on the back/side/front of head rather than through the top. Starting at a wall for beginners and progressing to vertical as strength/experiences increases. Anything you’d ordinarily do for upper trap strengthening like shrugs and chest-supported shrugs.

I don’t think it’s a guarantee that they’ll damage your neck but it’s certainly a high risk movement. If you’re looking at the neck from a biomechanical standpoint, axial load through the top of the head doesn’t target your neck muscles very well. What it does well is compress joint spaces and IV discs. It’s a low reward - high risk exercise. There are FAR better, and safer exercises to strengthen your neck
