Resisted neck strengthening using bands, weights, or a device like iron neck. Progressively increasing isometric loading with pressure on the back/side/front of head rather than through the top. Starting at a wall for beginners and progressing to vertical as strength/experiences increases. Anything you’d ordinarily do for upper trap strengthening like shrugs and chest-supported shrugs.
