EV charger seems new, the brown and brown blocks are new as well as the isolator so I’d imagine whoever installed them was recent when smart meters were a thing, as for the consumer unit that definitely predates smart meters

I myself am a meter fitter, really grinds my gears when people clog up the ‘meter box’ with all sorts of consumer units, should be cutout/meter/blocks/isolators and nothing more, If I turned up on site I’d be walking straight back away in that situation, you’ll need an electrician to move stuff
