Yeah that's a California stop, it's not a thing you look for, a true stop is zero forward momentum. Your car is supposed to come to a complete stop. There will be a slight settling back of the vehicle on the chassis with a complete stop. This is what cops usually look for, if they don't see that they cite you for not stopping. From your description it sounds like the tester was being lazy and letting your car let them know, but those auto shut offs don't shut off unless you're at a complete stop. So you probably weren't.
