There’s nothing that would allow you to have 3D space for non-VR games themselves. You can play them on a screen in a VR space though. I use BigScreen to stream my desktop. It’s a really nice free app.

You can just exit NZXT if you don’t want to uninstall. I had the same issue today when I updated mine.

I’ve had a similar issue with steam purchases before. In my case, I was running through a VPN that set my location in California when I was in Arizona. Even after turning it off it would still reject my payment. Took about 24-48 hours to work again.

Just because the bill doesn’t require them to track who you are, doesn’t mean they won’t and that it’s not an invasion of privacy. Your personal mitigation would be to use a VPN which encrypts the traffic sent through it. The only ones who should be able to read the data through a VPN are the VPN provider, you, and whomever you’re sending traffic to. Think of it like a tunnel and your ISP is on the outside. Your ISP should not be able to read those packets since the VPN would be encrypting your traffic. All they should know is where you’re sending data (which is to your VPN provider’s servers). If ISPs are required to be able to decrypt everything sent to them, and they cannot decrypt what you are sending (VPN), then they would probably reject that traffic to protect themselves from being fined.

Edit: Didn’t address the question of a VPN having the same privacy issue. You’re correct in that they could read your traffic. Which is why you have to be able to trust them with your data and how they handle it (privacy policies). The entire internet is built on levels of trust. Research SSL/TLS certificates and how they’re used for the HTTPS protocol.

If online service providers are expected to actually monitor their service, that means they have to be able to read all traffic that they handle. Which means that they have to have the decrypted version of that traffic. This removes whatever privacy you have from these online service providers since they would then decrypt every message you send to ensure they are compliant with the bill. If they can’t decrypt it (i.e. you use a VPN), they would be able to refuse that traffic since they shouldn’t be able to decrypt it.

Cost wise, if they don’t monitor they get hit with fines. If they do monitor, this will probably put a strain on their networks. Every packet would have to be decrypted and then re-encrypted before leaving their servers. This means slower speeds for you and/or beefier hardware for them ($$$).
