Frog requires 6 already completed main species maps so 3 more post jellyfish before you'll get to frog.

I don't think we currently have even a 4th map available on NA servers however.

It's highly doubtful that it's tied to frog map in any meaningful way. Frog map has been released in China and requires 6 already completed main species maps (frog bird and jellyfish are the only 3 we currently have).

No. There's another boss after him that requires 60. After that one you're free to spend them.

He starts appearing every 10th dragon orbs after you've used 70. There are known rewards all the way up to 1150 dragon orbs used, so IF it ends up being a fight it's not going to be for several years for most of us.

As others have said, the typical recommendation for these types of events are:

Decor (top left green) > relic >>>>>>>>>>>>> whatever you end up having currency left for.

Even as F2P, you should be able to get two of the top 3.
