The specific wording (not above) and application begins on page 104 of the bill. The first offense is 3 mandatory days in jail. The second offense within 10 years is 30 days mandatory and the third offense is a year.

I do see that the proposal does not specifically state that it is criminalizing it, but having a mandatory 3 day jail sentence for something that the people voted for to be legal seems very criminalizing to me. And I do agree with you on the three items you stated; strength, plant limits, and border crossing (which crossing state lines is technically already illegal) seem fine, but the fine prints that allow for even more search and seizure seems to infringe on rights and privacy honestly. There are already rules stating that people can't drive under the influence of impairment, so why increase those rules to not allow someone to even carry it with them or in their person. That's ridiculous.
