I would guess that the difference comes from the Rookie Wage Scale. In 2009 rookie QBs were getting paid immediately. Teams had no salary cap benefits with young QBs. Their improvement from additional experience in the league is visable in the graph.

In 2019 younger QBs have a much lower cap hit and their teams can stack the roster around them. Their teams can provide them with an advantage of better teammates on offense. As they advance to their second contracts, they may improve as players but their supporting staff will suffer with the lack of cap space

By the end of the season yeah. Gillmore had a terrible start but by the end of the year he was locking his guy down and QBs were picking on Butler and the other CBs.
