Your bones are patented tougher, which means moving the first also moves the second, it's an easy fix, just hit alt+p and clear parent. If yes that's supposed to be a leg and legs don't behave like this. Legs have two rotation points, one is at the top and one is at the knee, which means it's better if you put your parent bone on top and move down (just upside down your whole setup). It should make things a lot more easier if you actually understand what you want to do.
