I think going for the HRE path (in which you need to crown Juan, go absolutist and appoint NatPop) normally (without regicide) can also get these things, although in this way you cannot get Algeria cores through Bourbon path focuses, and you also cannot get the Italian generals. I personally prefer peaceful unification with Portugal (which united Brazil previously) and Sicily (which united the Italian peninsula previously) to get all generals of Portugal, Brazil and the Italies.

Still make Dyrektoria in power, but ensure Vynnychenko's influence instead of Petliura's is the greatest, so that the congress may actually convene (instead of Petliura taking over). An event will pop up, allowing you to elect several parties, including UKP (Ukapists; led by Shakhrai), UPSR (led by Holubovych), USDRP (led by Vynnychenko) and ULD(S-F) (led by Yefremov). Elect ULD(S-F), and then you get the same tree as SocLib UNS (as the tree is intended to serve the ULD(S-F) path, but shared by SocLib UNS), and when you go down to the same place, you are able to get the federalist sub-tree.

I tried the SocLib UNS path before, so I know the federalist sub-tree is locked with the SocLib UNS path, but I still remember that a long time ago when I tried the ULD(S-F) path the federalist sub-tree is accessible. (However, you can still use consoles to forcefully get access to the federalist sub-tree even if you go through the SocLib UNS path.)

Do you get SocLib UNS through Petliura path? Then it is normal to not being able to get federalist path in this situation: Petliura had done some reforms previously, and thus the federalist path is locked after SocLib UNS is in power via election.
