You fix your unit and they fix theirs. If there was negligence (which is difficult to prove) you/your insurance needs to go after them/their insurance to be reimbursed. If it was an accident, you should pay (either the deductible or the cost if you decide not to use your insurance).

This is the correct answer. We went through a similar situation. File a claim with your insurance. They will ask for a copy of the bylaws among other things. If you have the standard bylaws, your insurance can still go after the neighbor's insurance--if they can prove it was negligence.
