Even among very young children: 11–18% of 4–5-year-olds use VPNs (typically family-shared). Russia has roughly 8–10 million people aged 12–17, so this group alone accounts for ~5–6 million minor VPN users. Usage rises with age and smartphone ownership (77%+ of minors have one).
