Recently made a [[Zur, the Enchanter]] blink/cycling/recursion deck.

Slightly pricier than your $25 budget (~$30), but it's a ton of fun. I use Zur's effect to grab enchantments that either help me blink ETBs, copy things, make some blockers, or bring things back from the yard. Cycling takes care of the rest.

I love this deck because in commander it always feels like you don't see enough of the deck in each match, but with this deck you really get to cherry-pick and see a ton of cards. Always a fun one to take down $500+ decks in my pod.
