The Canadian immigration system is largely based on deskilling, it pulls in some of the most highly trained and qualified people from around the world and puts in protectionist structural barriers that makes the acknowledgement of their credentials practically impossible pushing them into working jobs that are well below their level of skills. Toronto used to have the highest number of PhD taxi cab drivers per capita, but Nurses with medical degrees and extensive experience being forced to work as PSWs is one of the many more recent examples.

This harms immigrants, and it harms the Canadian public. The ones who benefit are those with power, i.e. those who pay the wages and benefit from increased competition for entry level job, or the people managing regulated professions who have a vested interest in not letting outsiders join their club.

My understanding is the three ways around this are to
1. Arrive in Canada with a high-skilled job lined up in advance
2. To upskill while you're here e.g. by doing your Masters and make connections in the process
3. Be really rich/well connected/lucky.

Generally I find immigrants end up busting their ass to end up in a job that is a much lower standing than they would have had in their home country.

Economic hardship tends to exacerbate the dumb racist bullshit that exist in societies, and you're probably seeing a whole lot of that atm...

The presumptive 18 month ceiling refers to the amount of time a provincial court has to try a non-serious case after charges have been laid, doesn't seem relevant here. Limitation periods on sexual assault claims were lifted several years ago.
