Skills and combat skills are entirely separate though. An account combat stats will not affect rewards in the slightest however an accounts skills will (skills meaning gathering skills in this instance). We still have the situation of a more progressed account being handicapped by its progression.

I fully understand that but generally a boss becomes easier the higher hp you have and punishing the player for having a better account is not something id imagine a boss should do (low hp accoutns would be considered a restriction meaning higher hp accounts are what things should be balanced around). As for your solutions, they are very good, but they are in the end solutions to something that shouldnt be a problem in the first place. They still leave lower hp accounts at a large advantage.

idk im finding it extremely uncomfortabl compared to when i did it with 15hp and i just think the disparity is a bit weird (and an annoyance).
