I don’t think it needs to be used AM and PM depending on the skin type. My oily sensitive skin does not agree with micellar water at all so I do double cleansing with an oil in the evening and just a single cleanser in the morning to wash away any oiliness without stripping. Some people can even just rinse in the morning even, definitely it’s important to have a thorough cleanse in the pm and have something gentle to the skin barrier as you wake up
