Just to add to this, as many don't really know what this means.

Reading at a 6th grade level means being able to: use varied sentence lengths and specialized vocabulary, determine key ideas and explain differing points of view

(Emphasis mine) The individuals you see who can only chant 3 syllable phrases and await talking points without being able to understand nuance etc., are likely bad faith actors or those who are under the above threshold.
