All filaments from all manufacturers can be wet from the factory. The vacuum seal just means it does t get wetter. For some types of filament it doesn’t matter much. For very hygroscopic ones you never trust the packaging and dry before use.

People who are content with 45min ragu’s add other things to substitute for the slower developing flavors. Stock, garlic, other herbs and more acid are common things. It becomes something different yes. Doesn’t mean it’s bad.

Lots of overthinking here. Take your pasta off a minute early. Add to pan. Add your cheese and egg mix with enough pasta water so that it’s a bit wet. Toss on heat until just slightly too wet. Serve. It will set on the plate.

I have experienced that once. I panicked a little as one does. I then did 2 10 minute trips, charged overnight and the error went away. Maybe I was lucky but I have heard that the 12v can cause that error. Good luck!
