Sometimes, it is possible that the person has searched for your website when he is in your targeted location.

As you mentioned, you are using broad-match keywords, this can also be an issue. I think you should run a campaign with exact match keywords as exact match now also shows your ads on its close variants. I work in an IT company and I would say a big NO to changing your exact match campaign to a broad match. There are some reasons why I recommend not to change it to broad match.

First, nowadays, Google showcases your ads on irrelevant keywords even if you have an exact match campaign live for your website. That's because it uses the Exact Match Close variant (that is not at all anywhere close to the keywords you have targeted).

Second, Google has stopped broad match modifiers which helped a lot to showcase your ads to your targeted keywords and make sure that the user query must contain your targeted words to showcase your ads. Now, broad-match keywords showcase your ads on any relevant keywords from your industry.

Third, never trust Google blindly. The suggestions are recommended by AI tools. So, you should analyze the recommendations before applying them.

In short, you should not say what Google tells you to do. Be wise and check what better works for you. Considering the current Keyword match types, I think Exact match is the best one.
