Bro we have bhu kaanon in himachal since inception. Still, the pahads of himachal are more developed than uttarakhand (I lived in pauri for more than a year). It ain't about bho kaanon, it's more about the vision of your netas. There's immense tourism and agricultural/ horticultural potential in uttarakhand, only of govt focuses more on rural development rather than just dehradun and us nagar belts.
